I heard rumours that possibly this side of Xmas 2018 -early Dec (but I think that is optimistic time frame)
However the 2nd Reading is just part of the process.

It will of course also depend upon the time frame to agree content of the Code of Practice and agreement of this specific wording and how any enforcement etc is handled, not to mention the Independent Appeal and consistency with those.
ETA (Not least one area which needs clarification is the funding for the whole matter - and who will enforce breaches of the COP who will administer the appeals)
Perhaps Capita are thinking long term, and dispensing of Parking Eye hoping they could tender for the process of the IT system for the Appeals.0 -

Murdo's Holyrood bill does seem to be superfluous if its true aim is also to better regulate the private parking industry. Why not leave it to his fellow Tory's UK wide legislation to do the job?0

There'll have to be a massive shake up at the DVLA. They've never been too bothered in the past about PPCs breaching the BPA/IPC codes of conduct, so why should they change because there's a new, universal one?
Perhaps Robert Toft should head the line of those being held to account.0 -
I like the idea that it costs them (us) 34p for every request for driver details. Did I hear correctly that amounted to £700,000 over the year? Outrageous!
Having watched all the debate, I thought it was quite disappointing that they all kept referring to the charges as fines, even tho' it mentioned numerous time they weren't actually fines.0
