Seller closed case refusing return

Bought a piece of equipment middle of December. Pick up only. Seller didn’t arrange for collection until beginning of January- collected 2nd January. Item was collected from storage facility and there was no way of testing it. Seller insisted that was fully functional. No reason to disbelieve him.
Got item home and no power is coming out of the power unit. Contacted seller who asked us To call him. He wanted us to contact the main supplier - refused as he was the seller . He then said he would send instructions (irrelevant as I had already downloaded them). They never arrived. Decided not to contact by phone anymore and sent message through ebay with everything that had happened
He replied a week later insisting that it was working. He has now refused the return and ebay has closed the case.
Can this be reopened and how do I phone ebay. Website takes me round I circles trying to get a number
Any advice grateful

What was the reason you gave on the return? If it was SNAD, did you give your evidence and how did eBay rule?
Re cases, no you cannot reopen an eBay case, you can appeal but it's not clear how your case was closed this time so it's difficult to advise.

Yeah I thought I could but that will cost a small fortune as it really large and heavy. Is there a number I can call eBay on?0

You still haven't made clear what reason you gave for opening the return/case. Did you simply open a return (change of mind) or did you open a SNAD (significantly not as described)?0 -
I don’t think I chose anything but contact the seller. There were no opened cases in my resolution centre.0

I agree, but it's very hard to work out what the OP has done (or hasn't done). His posts do seem to infer a case has been closed but it really isn't clear.0
