Have a look at cheap carpet offcuts/end of rolls from carpet shops. They can just be laid down as a temporary measure and don't cost silly money.All shall be well, and all shall be well, and all manner of things shall be well.

Do NOT speak to the management company - they'll just repeat their rule and saying you can't afford it will just make things worse.
You can get realy cheap end of rolls or offcuts from carpet shops. Just lay them down (no need to fully fit), as a short tterm solution.
Or look on ebay. Or even freecycle - people changing their carpets may have a whole room size to get rid of free!
Once you've put down cheap carpets, write a one line note to the managemnt company saying you have complied with their request.0 -

How soon would typically the management agency be able to force this? I have a quote of 7500 to fully soundproof the flat and there is just no way we can afford that in the next 6 months0 -
The lease says wall to wall fitted carpets OR other sound deadening material.
So can this be a rug? it doesn't actually say what a sound deadening material is. Or are there some new building regulations it must comply to?0 -
The obvious (to me) answer is to go and have a polite word with your downstairs neighbour and apologise for any excess noise you have been making and then ask what noises and at what times are causing an issue.
There may be a simple solution you (and your neighbour) can come up with.0 -

Instead of going crazy worrying buy a bottle of wine and talk with downstairs neighbours as suggested above. All this stuff can almost always be figured out.0
