before i start thanks for everyone on this forum helping people like myself didnt realise what a huge problem and scam this is
someone i know was given a 'fine' by parkwatch on the 16th jan 18 (have not appealed yet)
do they need to wait untill around day 25 and hope they dont receive a letter (windscreen 'fine' received only as of yet)
when the day arises do they need to send it to them via post or can i just email them? does it matter?

What does it say on the windscreen ticket?when the day arises do i need to send it to them via post or can i just email them? does it matter?
This is my standard advice:Make sure the initial appeal is sent to the PPC by their deadline date, normally 28 days from the date on the NtK for a BPA Operator, (21 days for an IPC Operator, but no POPLA for IPC Operators), otherwise you can kiss goodbye to POPLA. If it’s a windscreen ticket send around day 25/26 for a BPA operator or day 18/19 for an IPC operator.
Also, equally important in the submission of the initial appeal, you follow precisely the method by which they require you to send the appeal. Preferably do it via their website appeal portal (if that’s the method they require). But if it says by email, don’t send it by post (or vice versa). If it asks for the keeper’s name and full postal address - give it, don’t provide an email address instead, or try to be clever with a M Mouse, Orlando, Florida!
Be wary of any drop down box if the appeal is via a website appeal portal, that defaults to ‘I am/was the driver’ - make sure that isn’t showing when you press the ‘Send’ button. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

@ OP:
Throughout you are advised never to reveal who was driving
You need to edit your post to remove details of who was driving
No need to seek clarification of each step

yeah the back of the ticket says i have 28 days to appeal and i should email them
so i will use the template provided around day 26 - then hopefully have the chance to appeal to POPLA
so i will just give my name and details0 -
Should this get to court, it the overpatk was a small amount it is likely to be consider de minimus

You may be out of luck if you are expecting people to repeat what they've already written.
Re-read the third line of post #3.
Everything you need to know has already been written - in the NEWBIES FAQ sticky thread. Have you read that?0 -
Yes, waiting till day 25/26 is stated as the right tactic, in the NEWBIES thread. Nothing different here. Umkomaas even repeated that advice in post #2, can't get much clearer.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
