i have the cast icon in top right corner of google photos but i have dumb tv

NO - I don't have google home app installed. The reason I can cast with utube is that there is an option for casting within utube, but I don't have the casting option when I'm in photos. And the cast option from settings>cast tells me that it can't find any devices. The whole thing is not making any sense!! I'll load the google home app and see if that makes any difference. I looked at the google home app and it seems to work with chromecast which I don't have. My TV has miracast widi, Soft Ap and wifi direct, somehow, utube can cast automatically when I select casting. Also, I can 'project' my laptop (W10) to my TV. I don't understand why the phone is proving so difficult - I think I may be missing a piece in the puzzle!!Before doing something... do nothing0

I looked at it on the google store and a lot of people gave it a bad review. Comments like it doesn't work or keeps failing, so I thought I may explore other avenues first. Perhaps I'll use a cable, but don't know what to get as my phone does not have HDMI; or I'll get a chromecast. Don't know what to do yetBefore doing something... do nothing0 -
The problem is that Google removed Miracast support with Android 7 (Nougat).
My tablet (Android 6) works but my phone (Android 7) does not.

Thank you DavidFx for your help. Now that I know it's a problem with google (especially as it's a deliberate greedy action), I'm loathed to purchase a chromecast. It seems a rather expensive solution, when I think that I don't need chromecast for anything else. Is there a cable I can use to connect the phone to the Tv - my phone does not have a mini hdmi portBefore doing something... do nothing0 -
After more consideration, I think what I'll do is transfer the photos/videos content from my phone to my laptop and connect to my TV which I know works well. It's nice to know though, that it wasn't my lack of tech knowledge that was causing the problem.

i didn't know that. google is becoming more like apple every day with this and also removing nas drives from their back up & sync software.
