    All creditors do have the ultimate option of issuing county court proceedings to end disputed invoices.

    But really nothing to be concerned about is the point trying to get across to you.

    Thank you for your response. After reading through MSE forum and seeking advice on this matter I think it might be worth you having a look at the following thread.

    It demonstrates a response issued by BPA to its members which it may consider CEL's practice as a code breach as CEL are requiring that I as the keeper answer a direct question: 'yes' or 'no' (i.e. making a POPLA code conditional on me saying if I was the driver or not).

    From the message issued by the BPA to its members in 2014 it seems quite clear that this is not allowed.

  • I have e received the following response from Steve Clark which I agree is definitley a positive step and will help peoples appeals through CEL's website.

    Shortly after receiving your note, I received another one via the MSE forum which gave me the chance to look again at this matter. Consequently I entered dialogue with CEL and they have agreed to add a 'proceed' button where the question of keeper or driver is asked - in essence a motorist can bypass this question if they so wish. I am sure that the regular posters on MSE will see this as a positive step.
    I read on MSE that you felt threatened by me mentioning Court, I do apologise for that, it was in no way my intention. I simply wanted to advise you.
    Lastly I have not copied in David Dunford to this email as he has changed roles at the DVLA and no longer deals with private parking - you may wish to alert Coupon Mad and Umkommas to this.
