    Is your complaint personal to your situation , or a general complaint of the way BT Basic is managed in FTTP areas, ( but you are not in a FTTP only area so really not affected anyway)
    If it's a complaint of something that directly affects you , then it's possible you have been misinformed, BT have to offer a social tariffs , and some property's won't have anything other than FTTP.
    If you live in a property that has both copper and FTTP (fibre to the premises) you can still get your BT Basic phone and broadband over the copper line and FTTP is irrelevant in that case , if you cannot pay the same price as everyone else due to your individual circumstances, you still have what BT are obliged to offer over the copper line.
    If you live in a property that is FTTP only ( so it has never had a copper pair service) then BT's universal service obligation and obligation to offer a social tariff means they should still offer a basic service over fibre , but on the same terms as the BT Basic copper service so they obviously should slow the broadband speed down to ADSL type speeds, and the phone service over FVA should have the same limitations.

    Its called a basic service for a reason, what you seem to want is for BT to offer premium services if they are available to BT Basic customers but at the same subsidised price, but frankly why on earth should they, the social tariff is an obligation no other phone provider has to offer, people who qualify for BT basic don't also get a subsidised mobile phone from Vodafone, or subsidised TV from Sky...and given its something forced only onto BT, then they comply strickly with the obligation , which is to make sure everyone has a basic access, and it's seems you already get that...
    Should the Government change the definition of basic then you may benefit without paying the regular fibre price , but not until then, AFAIK when BT Basic was introduced it was a phone service only and if you wanted 'broadband' you paid market rate for it, so when they added BT basic broadband to it , that was actually a bonus as I think that was a voluntary action by BT and not obligated.

    Rather than forcing a private company to take on a social responsibity , perhaps either local or national government should provide the funding for providing something over and above a basic service, if the individuals needs require more that a basic service
