As others say, probably an FTB who doesn't understand how buying works.
Back in October it sounds like you and your buyer were given a target completion date of 18th Dec:

We're quite eager FTB but we've only got insurance quotes so far, and made sure we ticked that we weren't living at the address yet, so I hope the Vendor hasn't got anything addressed to us at that address yet!0

Send them a letter detailing your administration charges per hour or part thereof.
You could always include an Xmas card as a gesture of goodwill but it all might get redirected back to you.0
