Surely the T&C on the white sign at 51.57.05.39N, 0.15.41.12W are so wordy that in would be unrealistic to require motorists to read them all before parking their cars.
Furthermore, I would be very surprised if this is not railway land.You never know how far you can go until you go too far.0 -

contact the BPA , and ask WHY you have not recieved a POPLa code , give the BPA the full address and enclose scans of there replies
this puts indigo in a funny position
1: failing to issue POPLa code
2: admit that this land comes under bylaws

no contact with indigo now , they have given result of your appeal
however , the land either comes under railways , no popla code , indigo cannot act (only train Co) and within 6 mths
or
they have failed to issue POPLa code on relivent land
a complaint to steve clark , asking if the land is under bylaw rules or if it comes under POPLa , if POPLa , WHY not popla code
they cannot get out of "we emailed one" as they WROTE to you! (and failed to include one)

No POPLA code, just a Penalty notice GTR code
Unless I am mistaken this by definition confirms you have a Penalty Notice issued on behalf of Govia Thameslink Railway, which Indigo cannot enforce themselves, only Thameslink can hence no POPLA code.
It will say private land on the signs, but it belongs to Thameslink not Indigo who like other railway car parks are only (mis)managed by them.

Thank you so much, just so am clear. Do this mean I do anything else other than ignore Indigo, ignore anything else except CCJ and then email Steve Clark at BPA to ask for a POPLa code and is the land governed by ByLaws?

if the land is owned by the railways , the correct setup would be that they (train Co) take you to court , magistrates court and within 6 mths , if they do this , all monies goes to the goverment , not them
so they hire the likes of indigo to do the dirty work , essentially its a bribe "pay us £xxxc" and we will tell the train co not to take you to court.
for the last few yrs , every time a POPLa appeal has been raised , they have backed down , no POPLa appeal = no chance of court (what court?)
indigo have done a deal with the BPA so that they do not have to issue POPLa codes any more
your job is to get it in black and white , railway land or not via S Clark thwen play the 20 questions hgame by post with indigo to time this out (6 mths)
you will now start getting begging letters from ZZPS who will do the dirty work for them
bide your time , search forum for "bylaws" , and start 2nd class royal mail ping pongSave a Rachael
