It looks like Buddha holding the Centamani Stone (Tibetan tradition of Buddha) IMHO
In Hinduism the stone is sometimes connected with Vishnu or Ganesha (but Vishnu has 4 arms and Ganesh has a elephants head so it cant be either of those two).
The only other person I can think of is Thothori Nyantsen who was the king of Tibet at the time the stone fell from the sky
