Yes its spyware and bordering on malware when it reinstalls software that you uninstalled previously.

Windows 7, like XP, has some absolutely massive gaping wide as not only a bus wide but London's entire fleet of double deckers wide security holes in it that are actively being exploited. Remember when the NHS's computers went titsup? It was the Windows 7 machines.
Turns out that whilst Microsoft is patching security holes in Windows 10 it is delaying them for 7 and 8 if it even bothers at all.
