But not everyone has a passport.

passport or birth cert for proof to work in the UK and driving licence for proof of address or if you need to drive a company vehicle

If they are supplying the passport as proof of right to work in the UK, then the HR department in this instance is incompetent. The guidance is clear, you have to see the original document(s) and the person it refers to in person/at the same time. Copies are not acceptable.
Not OP's problem though, its the employer that faces a potential fine of £20,000!0 -
Agencies have always asked me for a scan. Seeing the passport and person together is not possible with them as we are normally opposite ends of the country. Theyars normally London based and won't come north of the M25 and I live and work in the North West.
I just send a scanned copy via email no special mail precautions. The chances of email interception of Joe public are infinitesimal. You are more likely to suffer ID theft from your own PC due to malware than from interception. So, if you are that paranoid that you think they will target your emails I suggest you get a tinfoil hat as well0 -

Anybody he employer trusts can certify a passport/scanned passport. There is no legal qualification for doing it.
If the employer so wishes they can let the cleaning lady do it.0 -

All highly irrelevant. The fact is that the employer in question requires what they require.
Just scan and email, it's common practice, if you don't trust email, scan and post a copy.
If you don't trust the company, then don't apply to work for them.
