    They were using the blame issue to stall.

    The whole situation has been handled badly, particularly if your daughter didn't provide wrong bank details. Without getting an answer from the payroll department there is no way to prove it one way or the other, although I would have expected them to be far more forthcoming if they did have proof that wrong details had been provided.
    Only if there was solid proof that your daughter had provided wrong account details would expecting her to wait until the funds were recovered have been justified.

    If your daughter has given the correct details, then it's their problem unless it's her bank/ building society.

    If she has given the incorrect details, then they can ask for it to be returned and she may have to wait a 'reasonable length of time' for them to recover it.

    Obviously, there is an element of discretion for emergency situations but being very nice in these situations always helps - even if you she isn't at fault.
