Beware of the Network Settings over-riding the handset option to turn roaming off, and if you have an iPhone - turn off wifi assist if you are not in your home country.
iPhone's wi-fi assist has long been a source of unexpected bills, both home and abroad. Beware though, some Samsung phones have a similar feature which uses mobile data whilst connected to wi-fi. Both are best turned off unless you are aware of the repercussions.0 -

On every smartphone I've ever owned, when you turn off roaming, roaming turns off.
Then again, I've never owned an iphone. Do Apple users really have to put up with this rubbish?0 -

Likewise, but the suggestion is that if you reboot the phone for any reason it will default back to 'data roaming enabled'.
FWIW I've just tried that on a Note 4 - it doesn't. I disabled data roaming and it restarted exactly as it was - with data roaming disabled.0 -

Roaming should stay in the same selection if the phone is rebooted but definitely worth looking through settings to find the iPhones WiFi assist. In some versions it is set to default on. This is where your phone will have the WiFi icon showing but may be using the mobile network instead.0
