This does sound like a potential breach of data protection to me. Just how many companies has this data been passed around? Why have CP Plus passed it on to DRP who have then requested the dvla data?

You must be costing them a shedload of money. You could cost them a bit more by sending them a letter before claim for breaching your DPA rights. Here is a freebie.

@ waamo - Should I hear back from either of the cowboys I guess I should request details of how they have processed my information. Would passing details of VRM count as Data protection breach or just personal details?

When a PPC obtains data from the DVLA they don't have to say on what basis they are getting it, only that they have reasonable cause. So for example they don't have to say to the DVLA that they are getting the data to pursue a keeper under the POFA (or not) or that they are using byelaws (or not).
Do no complaint to the DVLA here as far as I can see. Except that the entire idea that the DVLA sell data to these scum firms should be illegal, but that's another story.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I have given it a few extra days to be sure, but today marks 6 months and 1 week since the annoying sticky invoice was put on the windscreen of my car.
Twice I have written to the PPC to request POPLA code, the first time not mentioning it, simply saying that in their view the invoice was justified. The second contact, I received a confirmation email so I know they had it, but 3 months later I am yet to receive a reply.
Unless anyone recommends not doing so, my plan now is to contact them asking them to confirm that their supposed charge is due to an alleged breach of byelaws, this should hopefully generate a reply from them confirming as such. Once I have this the plan is to request that the invoice is cancelled as the time limit has expired.
** given that its been 3 months (circa 90 days) since my last contact and they have to replied, is it worth a complain to the BPA that they are not adhering to contact deadlines, or would it be best to let sleeping dogs lie?
** hopefully this is the beginning of the end for me, thankyou to all who have assisted me thus far. After much reading I believe I got my head around things and am currently assisting 2 friends (cases pending) to get theirs cancelled, fingers crossed for all of us!0 -
Yes, check it is byelaws. Let them paint themselves into a corner one way or another and yes complain to the BPA.
That way they are caught on a fork. If it's byelaws then it's timed out, if it isn't you haven't had a POPLA code. Either way it stuffs them.0 -

My thoughts exactly! They have been painting it as byelaws all along but getting them to confirm tightens the noose!
Is there anything specific you or anyone else would recommend saying to the BPA. I'm sure coupon mad will drop by to say complain to DVLA too. My thoughts there would be around obtaining details fraudulently?0
