    So the implication here is that I'm entitled to withhold the deposit when the person leaves..?

    For any damage caused but ONLY THE EXCESS on the insurance.

    That's not even remotely what I said.

    It's been stated the owner can pursue the lodger for costs.

    I have to explain to the owner what's happened and if there's any recourse.

    I didn't flood the bathroom and damage the ceiling, and so why should I be responsible?

    You're the tenant, you are responsible for the actions of your guests/lodgers/etc.

    No the owner can pursue you for costs.

    The owner does not have a contract with the lodgers you do.

    Therefore go to the owner and find out the repair costs, he should mitigate the lost by claiming on his insurance or ask you to claim on your insurance.

    The excess should be the only loss.
    - If your insurance take that out of the lodger's deposit.
    - If it' the LL's insurance he will ask you to pay (or take it out of your deposit) and you then pass the loss onto the lodger.

    No we ban bad drivers. I think the implication was you are a bad landlord.
