If a propper shutdown (as outlined above) doesnt shift it then it sounds like a borked user profile.
Can you get a desktop if you start in safemode ?0 -
I think the OP now has the Desktop back (please confirm here!) To check status of windows updates type check for updates in cortana/search and then left-mouse-click the same in the list that comes up.0

Laptop still in same mode Taskbar flicking on/off??? shows no sign of 'updating'0 -
I have had the same problem just come back on by holding down at the same time ctrl/alt/delete good luck. Thanks grumpycrab for the info.0

You may have to Reset Windows if you can't get anywhere trying anything else.
Start in Safe Mode and choose Troubleshooting from the menu.

You can also Reset Windows from a Windows 10 installation disk, if you have one.0 -

1. (with laptop powered up) hold power button 5seconds (you should have already tried this and I assume it did not make any difference). Wait for laptop to go off.
2. press power button once; wait for laptop to either come on successsfully OR get back into the error state that you describe; goto 1.

If you can get to the login screen, you can also get to Safe Mode by pressing and holding the 'shift' key whilst clicking "Restart".

You can download a Windows 10 ISO and burn it to DVD or USB disk, to make an installation disk.
Either download the ISO directly or use the 'Media Creation Tool' to do so.
(it's a large download mind - 2 or 3 GB)
