Rear ended in my hire car

Just been rear ended in a queue of traffic on a slight down slope, I had stopped and we got a bang then another bang from behind, shook about in the cabin, got out and a toyota is pressed against my rear bumper, a young Asian guy gets out and says sorry my brakes did not work. Pulled forward and only three small paint chips on my bumper and could not see anything on his, he wanted to pay cash but I told him mine is a hire car so need to go by the book.
He said he had insurance with Admiral and got his name and mobile number and took photos, he only asked my name and mobile number, carried on to the nearest parking place and he took off saying he was late for work.
Called the hire car emergency number and gave them all the details.
I only had the hire car as mine was in for transmission work and it's going back tomorrow as mine is fixed.
What is likely to happen when I return the hire car, will they charge me while they try to get paid by his insurance and what if he has no insurance, I did take excess cover.
I know the damage looks slight but knowing hire companies they will want a new bumper.

Sorry just trying to give full information, he was well spoken, polite and said sorry, just concerned that he wanted to pay cash and not report the incident.
I have a number of Asian friends who I have had to my house for meals and been to theirs, not too often as they are far off from me now I have retired.

why do you assume that when people refer to ethnicity it is for negative reasons?
If I had been hit by a Scottish guy, I would have commented he was Scottish. Doesn't make me racist unless I use it in a derogative way. It would be factual. Now if I's said "some scottish eunt ran into the back of me, must have been too much whisky" that would be offensive and racist. The OP hasn't done anything like that...
It's quite common to refer to the characteristics of a person that is different to oneself. That isn't offensive or racist.0 -

Race isn't just about colour. You're being way too sensitive and simplistic. If n Italian hit my car, I'd say "An Italian guy drove into the back of me"

I speak four languages and travel extensively in Asia and Europe. I voted remain and think the vote was hijacked by over emphasis on immigration that caused no end of division and pain.

The OP was factual. He made no judgement about the driver that hit him. Grow up.0
