I was referring to the tv licence (apologies for spelling!!) as for iPlayer it is relevant.
However I do not think that I am qualified to post further on the interpretation of law. I hope that somebody else is.
But you are correct that I have concerns especially when fledgling companies or even those artists (without proper jobs) are trying to get established or employees (and others) rely somewhat on royalties for their income.

You are correct that it is not law specific to copyright using iPlayer but really, if I understand correctly, an implication of TV licence law that applies specifically to programmes on iPlayer. I have taken some info on the BBC web site at face value. http://www.bbc.co.uk/news/entertainment-arts-37243332
I point it out as I think it relates to the OP question and follow up posts that mention such things as cheating. There could be two areas of law (maybe more ��) that are pertinent as well as technical solutions!!0 -

It clearly talks about taking backups for personal use, "format shifting" and time-shifting that we've already mentioned.
Even that official source is not as clear as it could be.
- "Rent, lend or issue copies of the work to the public" - does that mean commercial or organised lending, or does it apply to anyone lending a CD, DVD, Book or Magazine? Does the lending mean the work, or copies of the work?
- "Copies and lending by librarians" - who defines who/what is a librarian?

Get_iplayer? Yes, there is a team out there somewhere who update the software when necessary as the underpinnings of iPlayer change.
The deletion message is a nicety, and the software provides an option to proceed to delete content older than 30 days, or turn off the message.
There is also a message now that using content from iPlayer requires a TV Licence. What would be more helpful, I think, would be a statement that Get_iplayer needs a TV Licence, if that is the case. Personally, having read the legislation, I think that the point is arguable in Court.
That's not to encourage or advise anyone to use Get_iplayer without a Licence, and if anyone wishes to do so, I would suggest that they make their own enquiries on the matter, or take their device to a Licensed location to undertake downloads.0
