they can instruct their agents to cancel at anytime, even up to judgement in court.
Can they even do it afterwards, by making an Appeal against the judgement they won ?

Judgement being in court, if you mean POPLA, then that is no judgement, just an opinion.
The decisions of POPLA are not binding upon the motorist and they carry little to no weight should it go to court.

This is at the POPLA refused stage, Morrisons as principal can instruct their agents, Parking eye to cancel, even if real court papaers have been served, Morrisins can instruct their agents to cancel.

Without the authority of the principal, in this case Morisons any action by parking eye is dead in the water.

Do not get POPLA confused with any real authority.

    Ok, thank you.
Morrisons have refused to get involved twice now, as they say they can't now POPLA has made its decision.
Is another email to Morrisons worth it? If so any suggestions on what I should write, as I do not want to appear to aggressive.

No point, this should have been done as the FIRST step, it would have been canceled in days. Morrisons have apparently been told by PE that they *can't* cancel a PCN after POPLA and M's are not crossing that line.

Wait for the LBCCC from PE, they'll soon be breathing down your neck with it.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

That'a a good one, PE now controlling Morrisons ??

Morrisons saw its market share edged down to 10.4 per cent.

    I wonder why ??
