Is jaywalking (dangerous pedestrian crossing) ever a crime in England?

I can't see cars being held up more than a few seconds at most - generally cars get much longer green phases than pedestrians so will have far less waiting overall even if they loose a couple of precious seconds occasionally.
I agree though, drivers need to suck it up a bit more. There is a crossing near Tesco on the Stratford Road, Shirley which has a wait time of several minutes before activating (at least 2 minutes). I've crossed on red and been almost out of sight of it before it changes. I get very annoyed with councils that use "wait a while to gather pedestrians into groups" traffic light timing when they are sparsely used.0 -
One counterargument could be: doesn't letting pedestrians cross every second cause more traffic congestion and therefore more pollution, ie damaging cyclists and pedestrians, too? There are many roundabouts which cause huge lines of traffic precisely because there are zebras, but no traffic light, and there is always some pedestrian crossing.0
