Is jaywalking (dangerous pedestrian crossing) ever a crime in England?

It's a good question...
I'm frequently in Central London and one situation I see regularly is where the pelican is showing a red man but the traffic is so backed up it is stationary - so pedestrians decide to step out between the stopped vehicles and into the path of a 2-wheeler who is filtering through quite reasonably. I'd say that was a good case for claiming that the pedestrian would be at fault in a collision but harder to bring to court unless they were injured and remained at the scene. (Yes - I do it myself but only after triple-checking for a biker.)I need to think of something new here...0 -

There is a toucan near my workplace that i regularly use and sometimes i press the button and get green man almost straight away but other times i can wait several minutes. The road has almost constant traffic however if i get a decent gap in traffic i will cross on the red man simply because there might still be a long wait for the green man if i don't. It would be better if these crossings changed straight away rather than make people wait for no reason as at least then people would always cross on the green man.0 -

I filter on my bike a lot and expect pedestrians to also be filtering through stationary traffic so the onus is equally on both lots of filterers to take care - i will slow right down so i can always stop if someone steps into my path but i see other cyclists recklessly and aggressively swerve round pedestrians.0 -

The traffic normally has to wait about 10 seconds at most and it does not make any difference to them if the wait those 10 seconds straight away or 3 minutes after the button press, it's still 10 seconds that they wait for.0
