There are scenarios where getting a good exchange rate for cash in the UK can be cheaper than getting a flat fee charge on a modest withdrawal at an overseas ATM. Even at "perfect" MasterCard rate.
Rare though.
Yes they will charge a fee but you dont need to use an ATM, just use the Revolut card as cash
As for the second part I still prefer to use a Clarity in an ATM and believe even with the charges I am better off than exchanging in the UK, assuming the exchange rate hasnt changed0 -

I have always paid a fee at an ATM with a clarity card in Nevada and California please tell me where they are free
Hi photome, whilst we haven't personally withdrawn cash via our fee free Clarity cards, I know of others who have. Last I heard ATMs at WaWa petrol stations and Publix/Walgreens are/were surcharge free.
Check the Allpoint ATM locator for supposed visa/mastercard surcharge free ATMs when local currency is withdrawn.0
