    The OP 'complaint' is that as a new build with FTTP only he doesn't have access to FTTP , and therefore providers like Sky and TT who re sell FTTC but not FTTP, claiming this is somehow an abuse by BT , but it's Sky and TT decision not to re sell FTTP
    Speed is irrelevant , you can have Infinity 1 and 2 speeds ( the same as FTTC) over FTTP, what the OP is unhappy about is the 'deals' on Infinity 1 and 2 over FTTC are not on offer to Infinity 1 and 2 over FTTP

    One of the reasons for providing FTTP on new build estates is that it is at no cost to the developer under an agreement between Openreach and HBF.

    If FTTC is wanted, developer pays for the infrastructure to be installed.

    Very, very few properties have the option of both.

    But why would OR pay twice and provide 2 networks, in a 'copper' network provided by OR if the developer installs the duct and builds the joint boxes OR pay them, an agreement between the builders federation and OR sets out the cost OR pay the developer per dwelling, if OR had to supply a copper network and a fibre network in new builds , the costs would need to be covered by who ?

    Why would a copper and fibre network need to be provided? On an FTTP connection hone will also use it.
