Read Bargepole's post above that describes what it is about. The media have got the wrong end of the stick in some cases.
20 years ago the Trust needed their car park completely redesigned and resurfaced.
They entered a PFI to fund this as they had no money.
The private company did the work and in return kept most of the parking fees.
Over the years, they brought in a PPC to manage the car park.
This runs for another year - 18 months.
That's where we are.0 -

The original contract for parking was with a company called Impregilo. When Impregilo ceased trading Vinci Park took over the management and recently Vinci changed its name to Indigo.
The hospital do not have a copy of a contract with Indigo. This is all in the public domain so the set up appears "murky" at best.0 -
Ahhhh, so the land is leased and the leaseholder has employed the PPC then.
So this is not covered by the Beavis case whereby the PPC leased the land has no bearing here then.
I would not mind betting the Judge has had enough of the PPC scum and has done their homework, realised that Beavis is not relevent, so has decided to push this one up the chain to get a diffinetive and binding legal answer to the true legality of how PPCs operate when contracted to manage car parking.
If public fundraising can help get this one to the Supreme Court, then it may well kill the PPC industry stone dead (assuming that the Judges see it the same way as the 'man on the omnibus').
Meanwhile, I hope any nurse or doctor arriving for work at said hospital to find the carpark full, turns around and heads off home.
When the hospital has to cancel operations and send patients to other hospitals they may then start to see it from the prospective of the employee rather than the employer and give the PPC it's marching orders immediately the lease on the land expires.Never Knowingly Understood.
