It is quite serious.
I am convinced that the tenants are sleepers. You know, undercover spies living as an ordinary British couple until they are activated to do some dastardly deed.

Is it not possible (even likely) that the dog is familiar with the people who live there and reacted to your because you are a stranger? My next door neighbours' dogs didn't take long after I moved in to recognise me -they no longer bark at me, but they do bark at visiting strangers and might well run up to investigate them, if we shared a garden.
Also - you now say that he tenant admitted from the start what the dog was - I thought they told you they didn't have a dog and you could find no trace of one when you visited their flat?All posts are my personal opinion, not formal advice Always get proper, professional advice (particularly about anything legal!)0 -

She originally claimed that the dog did not really belong to her and had only been staying for a few days, which I knew from the start was not true. It had been hidden away when I visited.
The dog would not know anyone else living there from Adam as the other flat's owners are normally in HK and have not been back since my tenants moved in. It's very lucky that I experienced this and can warn them.0
