They're not necessarily lying (though aol are crap). The various distance checkers can only estimate the speed you should be able to get based on your line length. However, the much more important factor is line quality. If your line quality is poor, it doesn't matter how close you are to your exchange, your connection will only support a certain speed.
All you can really do from your end is make sure your internal setup is as good as it can be - plug into your master socket with good quality filters, don't run any extension leads. Try going into your BT test socket (by removing the bottom half of the faceplate on your master socket) to see if there's any improvement in speed from there.
Looks like you are non-LLU from the checker you posted so you'd be on BT's equipment which means the ISP has very little control over your line. If BT tell them your line can only support 1Mb, that's pretty much it.Student MoneySaving Club Member Number 007!
