PoPLA is normal as nearly all parking scammers reject the initial appeal.

CRAPCOA I believe are easy to beat at PoPLA, especially where byelaws apply.

They are not fines. Just follow the same route. Initial appeal as above, then construct a PoPLA appeal. Show the draft here before submitting them.

Endure the driver's identity is not revealed. Do not say, here is my bank statement or anything silly like that.

That's OK to redact personal info since you can say this is the driver's bank statement to show that they paid for parking.

Thanks so much for the help, would it be wise to start drafting a POPLA now? Sorry for all the questions.

    Thanks

No need, APCOA are dead easy to beat and you can copy on in an hour flat, if needed. It really will be that simple.

Do you HAVE to post the appeal as a letter? Is there no email address/online appeal on the PCNs? Make sure the letter cites all 4 PCN numbers at the top.

If you must post, go to a PO and get free certificate of posting (NOT ''signed for'' and not just popping the letter in a post-box). Keep the cert of posting receipt, staple it to a copy of your letter and sit back.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

if you do start preparing for popla now, base it on similar RECENT (2017) railway appeals destined for popla, where bylaws apply and the driver and/or owner has not been revealed (the postal notices were sent to the KEEPER)

and delete the word "fine" from your vocabulary, it isnt a "fine" and never will be

and anyone can pay for parking , so that person may have been an OCCUPANT of the vehicle , so it does not matter whose name its in as long as it legitimately paid for the parking

so as you can see, the actual WORDS used matter , a lot !!

No, I mean on the PCN, where it tells you how to appeal.

No-one ever tells anyone to look at a stupid PPC website, except to laugh at their dire photo 'evidence' if shown.

Then send the appeals first class from a Post Office Counter and get a free proof of posting. Make sure you make copies first. Don't use any other method of posting.

Put all the appeals in the same envelope, either on separate pages, or individual sequential appeals with spaces between and each PCN number before each appeal.

Name of keeper at the bottom of EACH appeal and sign with a squiggle.
