What type of dispute did you file and when did you file it.0

Hi, I filed it yesterday, there didn't seem to be a right option, I did click on something about tickets but I wrote in the notes what had happened.
Since I posted though, I decided to phone PayPal and they advised me to never be persuaded to withdraw a claim as I wouldn't be able to re-open it, should he not pay me and they've escalated it instead.
I thought there was something fishy about it, he kept saying I was making it complicated when it seemed to me that he was the one doing that, he'd had plenty of time to refund me already, if he intended to.0 -
What do you mean there wasn't the right option? What type of dispute. Did you file an ITEM NOT RECEIVED or a SIGNIFICANTLY NOT AS DESCRIBED.0

Well I did receive the tickets and they were as described so I didn't know what to choose.

You need to check what type of case you have opened. If you opened a case it will be INR or SNAD. It is impossible to give you much more help without knowing which you have opened.
Without ignoring the above, did the tickets come via tracked mail?0 -
yes, the tickets came by tracked mail.
This is the first dispute I've put in so I'm not sure of the procedure (I still don't know which would be the correct option!), it says on my case "reason: item not as described", don't know if this answers your question but don't worry, as I've said, I've phoned Paypal directly so they know the situation, thanks for taking the time to reply though0 -
Ok. You have opened a SNAD. Which means Paypal should rule in your favour (if you've explained everything correctly to them - and I am wary you may not have). If they rule in your favour they will ask you to send the tickets back to the seller, this will be at your expense and they MUST be sent via tracked mail (that means Special Delivery not Signed For). You can use https://www.paypal.com/uk/webapps/mpp/refunded-returns that link for a paid for return from Paypal. Do pay very close attention to all timelines and everything that Paypal ask you to do. If you don't, you will lose the dispute and your money. Under no account should you close the dispute. Do not do anything until Paypal direct you to.0

I refunded my buyer weeks ago when the ticket distributor refunded me so your seller is obviously trying to avoid refunding you & you were right to raise the dispute
obviously an !!!!!!! for making you raise the dispute & forcing you to bear the cost of returning useless tickets0
