we are shortly off on holiday to the savoy Gardens Hotel in Funchal. we were dismayed to read on TripAdvisor of building works next to the hotel is causing considerable disruption. Thomson Holidays claim to know nothing of this issue. Does anybody know how disruptive the noise is going to be of maybe live nearby and can inform us of the current situation.

There's only one recent review which mentions building work, that I could see. So unless the work has only just started it doesn't seem to be an issue for most people staying there.
Would it be worth looking at reviews on other sites such as hotels.com as well? All shall be well, and all shall be well, and all manner of things shall be well.
Pedant alert - it's could have, not could of.0 -
I suggest you E Mail the hotel today asking them about the Building works. If they say there are some causing noise you have some evidence so you could contact Thomson holidays asking for alternative accommodation. If the Savoy Gardens hotel deny there is any noise and when you arrive that is not the case you will have something in writing to confront them. It is incumbent for your tour company to advise you of any building works before departure, but if they have only just started they may not yet be aware of the issue. Good luck0

The OP talks about building works next to the hotel. The hotel cannot be held responsible for something beyond their control.
OP ask on the relevant TripAdvisor forum, there are likely to be locals there who can give you an idea of what is going on.

Only one review mentioning building works that I've found and that was their only contribution to TA despite being a member for 9 years. Whatever it is doesn't appear to be bothering most people.0

There are huge building works going on next to the Royal Savoy Hotel, (new Savoy Hotel being built) are you getting confused with the hotel names ?0 -
There are more negative reviews on TripAdvisor about the noise from the building work next to the hotel. Most say do not stay here until it is finished. if you have already booked I do not know whether you can request change of accommodation without charge it appears the building works are not in the hotel itself.0

We are going to the Savoy Gardens Hotel In Funchal next week on a package holiday with Thomson. On TripAdvisor there are reports of building works next door which are very noisy. The hotel have confirmed by E Mail that these works are taking place but the noise is not too disruptive. Thomson holidays have not informed us that any work is taking place. What is our legal position here can we demand for our booking to be changed to an alternative hotel of the same standard. What action if any can we take.0

We stayed at this hotel last year and there was very noisy building work going on then with huge cranes coming over the pool. It was a nightmare. I'm surprised it's still going on though.0
