You may find it is helpful to refer to the Animal Welfare Act and to specifically state you are concerned that the dogs needs are not being met - e.g lack of suitable environment (concerns about heat, lack of clenliness etc) and stimualationa nd exercise.
Depending on the size of the garden and where the shed is - have you noticed any smell? If the owner is not cleaning it out then I'd think (particularly in this heat) it would be very noticeable, and environmental health may also be interested.
However, if you don't notice any smell then it may be that the dog is in fact being appropriately cleaned and exercised, it's just that the owner's timetable is different to yours so you don't see it.All posts are my personal opinion, not formal advice Always get proper, professional advice (particularly about anything legal!)0 -
Wicked people. My old neighbours left their dog in a very small yard with no food or shelter and the dog was so anxious it would flip its water bowl over. It was left out in torrential rain and every weather so I called RSPCA, they went to inspect and said it was fine he had access to water even though the bowl was overturned. The dog would trod in its own faeces and paced for 12 hours at a time wiating to be let inside and was underweight. In the end we lifted the fence up and brought it in to ours to feed him on the days they were out and it was so happy for human contact but would urinate while it walked as it was so anxious. Then they moved. Horrible couple always smashing their house up. I will never forgive RSPCA for not doing anything. Could you speak to the "owner" and ask if they would be willing to let you have the poor thing?0

Well, that's not right to keep a dog in a shed, especially if it's big dog because it can provoke lots of disease like radicular pain or other bone illnesses. but unfortunately you cannot dognap it((0

Thanks for all your advice.
Unbelievably I saw him walking the dog the other day. First time I ever saw that. It's quite bigger than I had anticipated, looks like a whippet cross to me. A bit thin but not malnurished.
I also had a closer look at the shed while he was out. One small square window and one door with one window in it, neither looked openable to me.
So even though I have seen the dog is ok, I still don't like it, so I'm gonna report him again, using the heat angle I think.
Or like someone said, Liberate the dog myself!

Please keep on at the RSPCA,what a horrible existence for the poor dog.Why can't he at least leave the door open for it,was there even any bedding ?please do whatever it takes,and let us know.0
