Britannia Mini Cash Isa lapsed account?? an help please

Hi, i hope someone can help with this
Today i went to Britannia BS to put some cheques into my wifes Mini cash ISA, the staff said as it was a "lapsed" account (ie no deposits in it this year) i would have to fill in a form.
Not one for filling in forms for the fun of it i asked why?
They said it was a government thing not a building society piece of paperwork. It was to make sure i didnt have other mini cash isas in the same name...i didnt believe this as my NI number would highlight this to the government.
I asked for them to show me where the government had said this had to done, they couldnt give me any details, just the guide to isa sales blurb, and the staff said they would post it on.
Seeing as i am depositing money into the branch they sure make it a pain in the A**
Can Anyone shed some light on the lapsed isa ruling from the government??
PS they depostited the cheques into the account "as a gesture" - but if the lapsed account ruling was a government ruling .....should they really have done this.

Most ISAs allow "no form" for year two of an ISA but if there has been a gap for a full tax year then they require another application.
They're all the same so whether it's ISA rules or providers rules, you'll just have to get on with it!0 -
Under Section 12 of the Individual Savings Account Regulations 1998 if you don't make any deposits during a full tax year, your ISA application becomes invalid and you need to complete a new application form to deposit new money into the ISA.
The relevant extract from the PEP & ISA Guidance Notes for Managers saysApplications cease to be valid at the end of a tax year in which the investor fails to make a subscription. Where this happens, the investor must make a fresh application before subscriptions can re-commence.0 -
I presume this doesn't apply to transferring that Isa over to another provider? I hope not as that is what i am about to do!!0
