    The public highway is the responsibility of the local authority and the last time i checked back lanes are public highway.

    But they're not responsible for shovelling !!!!!!. If they were they wouldn't have time for anything else. Grow up.

    Bag it and stick it in the nearest public bin if you don't want to stink yours out.

    No way am I going to take it out of my bin to put it into a public bin. Neighbours will just have to put u with the stench and report it to the council if they don't like it.

    Just hope that they can recycle it lol !!

    I found a half eaten Wispa bar on my street earlier. I reported it to the council and they put the phone down on me.
