You don't need a flat roof. You need more light. As above, eother more Velux windows or just regular windows.
As for insurance, I have a flat roof over the utility room. When looking for insurance quotes, the percentage of flat roof of the total was more important.0 -

you would also have to take the windows out of the flat roof, skylights in a flat roof are a mare for leaking problems.0
