Spear Street is a hot spot for SIP issuing pcn's - no surprises given its central location.
According to the BMPA website, SIP only had one case today - D4GF27Y2 in Darlington. Was this your case?0 -

Was the person that turned up the same person who signed the witness statement? If so, he is definitely an employee of SIP who is based at their offices in Manchester. I have seen him in action at Manchester Court a number of times. I recall a case last year in the North East where SIP used a rep instead called Mr Pickup - I believe that they lost that one too!0 -
