No you don't.
We do this all the time, people in your situation only use MCOL for the acknowledgement, not the defence.

@OP - it's NEWBIES thread post #2 covering small claims procedures. CM's lightning fast typing has unusually thrown in a typo!Then they email a defence document, signed & dated and scanned, and set out as shown in the NEWBIES thread post #3 (you will need to spend some time reading the linked examples there).
HTHPlease note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Go to the Parking Tickets, Fines and Parking Board. Near the top there is a thread starting *NEWBIES READ THIS* or something similar. You need to go down to the second post #2 and start researching other people's defences so you can start drafting your own. When you've got something drafted come back and post it up (removing all personal information) and you will get help with the defence.0
