Confused newbie pcn

Apologies for starting a new thread, but registered keeper is Dyslexic and doesn't quite understand the information they have read.

Driver returned to their car 30th April to find a piece of card stuck under the wiper from Myparkingcharge.co.uk with a serial number and time. Driver is daft and didn't buy a ticket because they were going to be less than 10 minutes and managed to over stay by 6 minutes, so they understand it is there own fault.

Anyhoo, Driver put this piece of card aside because it looked a bit dodgy. RK receives a parking charge notice to registered keeper today. This itself looks dodgy.

So RK does a little research is now confused by everything their read.

There was no anpr that driver could see on site, the notice of car park terns was over the otherside of a huge billboard where driver couldn't see it and walked in opposite direction so wouldn't have notice when walking past. Checked the pictures on the website and the site claims charges are applicable 24/7 and nothing about first 10 minute stays is free.
The NTK is dated 8/5 and doesn't make any clear indication of the company who issued it. States their registered with IPC but I can't find Myparkingcharge.co.uk on there at all but there is a registration number.

So kind people, how is RK to proceed other than to clip driver and tell them they aren't using the vehicle ever again.
