    Post-Brexit, the UK's ability to compel companies to treat non-EU citizens in a certain way whilst in the EU will be gone. That doesn't mean that we won't have the ability to make free roaming happen in practise, though the levers through which we could cajole them into doing it are generally ones taken by left-leaning governments (windfall taxes, investigations into anticompetitive practises, open naming and shaming, some convoluted form of regulation/taxation specifically aimed at making it unattractive not to offer it).

    Given that we're not going to have a left-leaning government, in practise if free roaming remains it will be because of the strength of competition in the UK market forcing companies to keep it. If that competition is not sufficiently strong, then roaming charges will come back with a vengeance (assuming of course that we do not reach a deal with the EU on this issue for mutual benefit - given the tone of our relations of late I'd consider that a possibility rather than a probability). And I'm sorry if this is an unfashionable thing to say, but yes, if EE did decide to stop doing this, it would be a side-effect of Brexit. For 99.9% of people though I doubt it would be the straw which would tip them from being enthusiastic about Brexit to thinking we should have remained.
