Another thing that is not right here is why the rental company actually debited the card with the deposit and then refunded rather than just take an authorisation only for the deposit. This is really not good practice.
That surely depends on how long the period of rental is. The authorisation will fall off after a number of days. If the rental period is longer than that then the rental company is exposed.
The way a rental company in Spain handled this with me recently was to authorise the card to make sure it was good for the money, and then wrote out and asked me to sign an old style multipart paper slip for the amount. When I returned the car they tore up the unprocessed paper slip. I guess they ran the risk that there might not be enough money available on my card to process the charge if they had needed to, but it seemed a pretty good compromise.Optimists see a glass half full

As stated before WorldPay does not charge for refunds for example.
Barclaycard, that is one of the more expensive, charge a flat fee of 70p per refund ...0
