still need to be individual requests for each PCN

This is not what they are doing, they are manually filling out one V888/2 form, leaving the date of incident blank and appending a spreadsheet with incident dates and VRNs. This this what happened with me, they had my VRN listed 3 times with different incident dates but only had to request the info once. Did they have to pay £7.50 or £2.50 I do not know, so maybe they are not saving money but they are saving time doing this.
This is not true. The V888 forms have a section for "Date of incident" & state that "You can only use the information you have requested in relation to the incident on the date you have given above."

It would be nonsensical to request keeper details other than for the date of any incident (accident, parking event etc).

This is exactly what has happened to me, the "incident" occurred, I changed keeper details, they requested keeper details using V888/2 and the DVLA sent them my new keeper details rather than the keeper details at the event. The chasing letter arrived at my new address.

I'm no expert on the V888 forms but if it helps a Registered Keeper experienced this situation which I thought was odd.

The Driver parked in a surgery car park and overstayed due to the surgery running extremely late (the late running was entirely the fault of the surgery). Shortly after the event the Registered Keeper moved house and a couple of months after that changed their V5 alongside a long list of other address changes (hence the lag).

Suddenly a letter arrived from PE saying "we notice you have recently changed your V5 address and as a result now give you the opportunity to pay this PCN at the discounted rate again" (obviously it appears the RK had missed the original NtK that would have been spat out within 14 days of the incident to the original address). So somehow PE got to know of the change in my V5 details.

On the PCN, the RK phoned the surgery and nicely informed them what had happened and how this was definitely not the RK or the Drivers fault that they run 1.5 hours late and don't tell the Driver or RK before they arrived and they kindly asked the RK to drop the PCN in and they got it cancelled after checking their records. PE then sent another letter confirming this.

PE can only ask for your info once and only within a 6 mth period , however there sister company (equita) can ask for info upto a max of 6 yrs , the DVLA are at this moment ammending the rights down to a 6mth period for debt collectors

I would suggest firing off the following letter

    Example Letter

    [Your Address]

    DVLA Vehicle Record Enquiries section

    Longview Road

    Morriston

    Swansea

    SA99 1AJ

    Dear Sirs

    Re: VRM AB12 XYZ

As the Registered Keeper of the above VRM could you advise who has accessed my personal details with regards to this marque, how often and when did the DVLA send the keeper details out. Please advise the information with regards to events between xx/xx/xx/ and xx/xx/xx.

I understand there is no charge for this information and look forward to your speedy reply.

    Yours faithfully

    Mr Registered Keeper

with the info , you will see if they have contacted the DVLA 3 times or one , if it is only the once , foward your NTK (for all 3) and ask the DVLA to investigate

I already have done this, this is how I know they manually filled out one V888/2 form, and appended a spreadsheet with my VRN on it 3 times, each with different incident dates.

Does this count as requesting my details once or 3 times? Did they have to pay £2.50 or £7.50, this I don't know.

the parking co should have made 3 seperate (and paid for) requests for your data

in the letter back from the DVLA does it state

    xx/xx/201x joe bloggs parking
    xx/xx/201x joe bloggs parking
    xx/xx/201x joe bloggs parking

or is there only one entry with one date?

incidentally , v888/2 is NOT the form used for parking offences it is SPECIFICLY v888/3

    which form was used

    who was the parking Co

The DVLA state it was 3 requests (so I am assuming they charged £7.50), requested all on the same day, from the same V888/2 form, the form was manually filled out (hand written) with an attached spreadsheet (computer printed) with 3 incident dates but the same VRN for each one (along with other people's VRN which of course I couldn't read).

Debt Recovery Plus Ltd on behalf of AM Parking Services Ltd used a V888/2 form. This gets them round signing up to the KODOE contract and means they only have to manually write out the form every 15 incidents.

    NO !!!!

in any case that is to issue a NTK form v888/3 must be used

debt recovery plus do not do NTK for this company they use sister names PCS/zpps ,

I would question DVLA as to why your info was given to sa debt collection company in order to send out NTK

its a shady world , and shortly debt collection companies are going to be restricted from 6 yr access and brought down to 6 mths , however if applied for after 2 mths POFa cannot apply

"Parking Collection Services is a trading name of Debt Recovery Plus Ltd" this is what appeared on my NTK (or notice to owner as they called it). It might use the name "PCS" but it looks to me like it came from Debt Recovery Plus Ltd. Either way I am currently currently being taken to court by AM Parking Service Ltd, and have filled a counter claim for trespass & DPA breach.
