Because lots and lots and lots of people get these, they are issued every 7 seconds in this Country and too many people watch 'Can't Pay, We'll Take it Away' and naively believe that any alleged 'debt' results in bailiffs knocking.
He thought you looked naive/young or vulnerable, and could see you drove a car, not rocket science to try a scam like this and the local Police should be tipped off as he'll do it again. Tell the Police you have realised this has nothing AT ALL to do with any private parking 'ticket' (he guessed, because they are so very common) and was a random scammer, you believe.
Following a vulnerable young Mum & child in a car and impersonating a bailiff has got to be worth a better effort by the Police.I was followed from one town to another whilst driving with my baby daughter in the car and was told my vehicle was going to be seized.
What did the ID badge say, any idea?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Is your car used? If so perhaps the previous owner committed a parking 'offence' and didn't pay the ticket. Your car would still be linked to the debt.0

Yes but the company seeking to recover that debt would need to obtain the registered keeper details that applied at the time of the PCN being issued.
Of course it is possible that the PCN was issued just before the OP bought the vehicle and the PPC requested keeper details just after the DVLA details were updated ... but that would still be a PPC error.0
