Passport renewal

What is the average time for a passport renewal to come back? We go away at the end of May and we were advised to renew my husbands passport as his expires in September. It has been sent off but it isn't back yet. The online service says we need to allow 3 weeks, will this arrive in time? And if it doesn't, what do we do?

Final update- both new and old redundant passports safely arrived yesterday by post. I am very impressed, very efficient service now. Took 10 days from uploading the photo and form to the new one arriving through the letter box.
