    Who is the management company for the flat? Have you contacted them because they are responsible for the building.

    You just want a RICS qualified surveyor. They will assess what the problem is and recommend if you need to speak to anyone else.

    I doubt that you need a structural engineer as it is probably a workmanship problem. The acoustic problem, whilst it is your main problem, it is a symptom of a separate problem that appears to render the soundproofing useless. If the problem is fixed, then the noise shouldn't be an issue.

    I really think that a RICS surveyor is where you need to start. Let's actually discover what the cause is, then they can recommend a solution.

  • Do you have legal aid on your home insurance? Not sure if they would be willing to help, but surely worth a try. After all they would have to pay out in the event of a claim.
