Do you have to pay to PCN?

Appeal anyway. It's only a copy and paste and send, not exactly a lot of work. If the retail manager gets it cancelled, you will have wasted about two minutes of your time. If the manager hasn't cancelled, you will be ahead of the game.
Honestly, you are making such a big deal about appealing but it would take far less time than the whole of your posts put together so far.I married my cousin. I had to...I don't have a sister.

Give it a few days then go to the ECP website and use their 'Pay My PCN', or whatever they call it. Go as if to pay by entering your PCN number, VRM etc and that should give you the current status of your charge. But don't miss the 28 day deadline for your initial appeal if it remains showing as 'current'.

There you go!Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.
