Hello,
I recieved a Parking Charge Notice (Private) today, on the letter it says:
"....the driver of the motor vehicle is required to pay this parking charge in full. As we do not know the driver's name or current postal address, if you wre not the driver at the time, you should tell us the name and current postal address of the driver and pass this notice to them."
Am I obliged to declare the name/address of the driver, whomever s/he is, even if it was myself?

Ticket got cancelled after I complained to the store

No, you are not 'obliged' to tell them who was driving. However, if they have fully complied with the PoFa 2012, they can pursue you as the 'keeper' to claim back monies owed.0

I think I will just give up and pay the charge.
One final question, as this is the first time I get this kind of charge, the letter they sent me have picture of my number plates, both with white backgrounds, shouldn't there be one with yellow background to show that the vehicle was leaving the car park at that time?
