Parking Charge Notice - UK Parking Ltd

Hi all, Firstly, apologies as I know there are loads of threads on PCN here but I am want to confirm I have the latest and best advice as believe that the rules have changed in recent years?
My car was parked on Friday and £12 was paid to park for 5 hours via pay and display (which did feel expensive).
When we returned to the car 13 minutes late a PCN had been issued for £100 reduced to £60 if paid within 14 days. We spoke to the office that had provided change for the machine and they apologised and told me it had nothing to do with them as it was a private company that issued the fines.
We then managed to find a parking attendant and asked him about the ticket and stated we had paid a lot of money to park and was only 13 minutes late. He agreed that it was unfair but stated it wasn't him that had issued it and the chap in question had just clocked off (how convenient). He did look at the ticket and said that "If it was him he would have allowed 20 minutes given such a large amount of money to park had been paid". He advised to follow the appeal process.
I understand from reading threads that entering into an appeal might not be the best course of action but also to not ignore it? Not sure if this is correct.
So "calling all experts", what shall I do?
Thanks in advance
Graham

The NEWBIES thread is up to date so you should follow the advice. Do not ignore, do not pay, do not miss the appeal window, do not reveal the driver's identity.
The advice to ignore has not been given here since the law chnged in 2012, so not exactly a recent change.
Copy and paste and send the IPC template (in black text) you will find in the said NEWBIES, then read up on what to do next. The NEWBIES also tells you when to send the template.
You should also edit your post to remove information about who did what, especially if your user name is your real name. Parking scammers read these fora and can identify the driver if too much information is given here, such as "I parked ..."

I think I've read similar fob-off lines from this location previously.I then managed to find a parking attendant and asked him about the ticket and stated I had paid a lot of money to park and was only 13 minutes late. Can you just confirm the full name of the parking company as there are more than a few with 'UK Parking ......' in their title. It will ensure we give you the correct advice on your appeal options. Thanks. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I took the OP at face value and ssumed they really meant UP Parking Ltd, but you are right; there are many companies with UK and parking in the title.I married my cousin. I had to...I don't have a sister.

I think he's probably got it right and it is UK Parking Ltd (IPC). But if it is UKPC Ltd (BPA) then the appeal routes are going to be very different for him.

Why on earth find the dumb employee who issued the PCN then lied to you? They don't give advice!
Have you missed the NEWBIES thread, last edited this month? Tells you what to do.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks everyone, ok so I have read through the Newbie post and want to confirm a few things before I take any action.
1. The good news is I was not driving, nor did I park the car! I set up this thread as I am the registered keeper.
2. I have checked on the BPA website and UK Parking Ltd is not listed but they are listed on the IPC site
3. Next steps - please confirm. Based on the fact UK Parking Ltd are listed under IPC I need to email the IPC template once the NTK arrives (about a month)?
4. Do I send this via UK Parking Ltd online appeals process?0 -

Thanks for your advice. As the registered keeper I have read the Newbie thread and derived what I think is the correct course. I have just posted a few more questions to confirm the next steps which I am hoping you can check and confirm are correct. Thanks in advance!!0 -

Yes, then don't try the IAS, as explained in post #3 of the NEWBIES thread = considered a kangaroo court.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
