It is sometimes referred to here as VRN. But I think the correct tem is 'Mark'. And when you're dealing with serious stuff, it's always better to use the correct terminology. Especially for those cases that get to a court stage (which yours is extremely unlikely to do). Even at court stage, occasionally you get those wanting to phrase things in 'text-talk' (c u l8r type rubbish!).Please note, we are not a legal advice forum. Yes we did find Smart Parking ref on the DRP letter so they were contacted too and informed we would take things further should we need to.

I am writing to inform you of the shocking actions of Smart Parking in their unreasonable dealings with a parking charge notice (Ref T********* VRN: ******) on behalf of your company.
At no point have they followed normal protocol as outlined in the DVLA KADOE code of practice, no previous correspondence having been received in this matter until today (10-04-17) I received a Debt Enforcement notice in relation to this charge from a company upon further research known widely for their harassing behaviour and ultra vires 'Debt Recovery Plus'.
I and other members of my family entered your store with no intent to defraud you of a matter of a few pence in parking.!
As registered keeper I have been billed £155 for overstaying 'purchased ticket time' whilst inside your store purchasing goods. I dispute the charge herein as unreasonable.
1st. At no point have I received PCN in regards to this matter. I obtained details of this charge from 'debt recovery plus' who have written on behalf of Smart Parking.!
2nd. Details of said visit:
This site has a 2 hour max stay limit.
On this day several members of our family chose to visit your Retail outlet and purchase items inside. One of those being a physically disabled person (PIP awarded). All disabled parking spaces were full. A spot was chosen and a ticket was purchased for parking. Unfortunately underestimating the speed at which a disabled person could navigate such a busy store the visit exceeded the time on the ticket but not the maximum time allowed onsite. All members of our party were inside the store at the time the ticket expired, purchasing goods (till receipt shows that we were served at 13:22, allowing for time getting back into the car to leave - a further +6minutes -) I do not think our overstay of our ticket time constitutes a substantial loss to your company especially given we were inside spending money on said company products. I have no idea how far over the ticket time our party went only that we had not intended to defraud the company of 50p - £1 in the extra parking ticket fees that inevitably transpired; because we spent more time browsing and purchasing products than originally intended. (I will point out at this point leaving would have meant a real loss to the company in sales of the items we did purchase).
As we were in store at the time (not abusing the convenience of the carpark to shop elsewhere) I will gladly pay the 50p - £1 in extra parking ticket costs incurred during our shopping trip. I cannot however see the justification in this company issuing demanding threats via DRP (for £155) on your behalf to loyal and genuine customers who's only crime is being inside your store purchasing goods for longer than originally intended.
I am appalled by such actions.
I am shocked that customers can be treated in such a way and at such high cost even after spending hard earned money in your stores.
Evidence of being in store (till receipt showing exact time served) has been provided (see attachment). Also evidence of Disability for said party can be supplied to you if desire.
I have contacted Smart Parking in this matter to appeal (today) and to suggest they take up with whichever Dept sends out PCN's and find out why we have had no previous correspondence on this matter. And remind them of the Equality Act.2010 in relation to possibly understanding and making reasonable allowances for the slow progress of said disabled party.

This company could potentially lose you customers/sales and a good name with behaviour like this.
I'm not even sure of what I expect in emailing you on this matter, I only know that I felt it to be unreasonable treatment and I thought that you should be aware of such actions

Your Equality Act reference should be aimed also (and to a greater degree) at Matalan as they have the responsibility for providing adjustments. But also remind them that they are jointly and severally liable for the actions of their agents - Smart Parking.

I am including this information herein because it is my understanding that you are jointly and severally responsible for the actions of agents working on your behalf - 'Smart Parking & Debt Recovery Plus' thereby responsible for ensuring adjustments are made in their policies, procedures and practices.
