Very hard to guess from that angle. Are those 5 holes in the front or just markings?

It could be some kind of wifi antenna. It could have a raspberry pi inside.
Changing the world, one sarcastic comment at a time.

    Telephone ringer extension perhaps?

If it were my dad's it'd be an empty box just put up to annoy you ... it'd do nothing ... but he'd have gleefully rubbed his hands with excitement that it bothered you that much :)

It's not a screwed-on wooden block to help stop the gutter from falling down?

Can you not take a face-on photo with a long-range lens, which might allow more informed speculation?!

First thought was a daylight sensor to switch security lighting on and off, e.g.

But that wouldn't explain the five holes.

its a rubbish installation, any rain hitting that wire is going to run down the inside of the conduit.

It looks a bit like an external temperature sensor I constructed about 15 years ago, before digital temperature sensors became really cheap and small.
Having said that, I don't think it is a temperature sensor, because it will be affected by direct sunlight too much.

I've built a few external DIY webcam enclosures, and had to spend ages faffing about with mounting angles and fields of view, so I doubt it contains cameras, unless they have wide-angle lenses.

If there's any lettering on the cable, that might provide a strong clue about what's inside the box.

It could be, though it's wired into their house, and they have a puppy farm in their back garden so I don't know if that would interfere with the dogs.

Someone local said that they thought it was a listening device, an audio receiver for tapping into telephone conversations.

This is the bit I would angry about. If true report them and make sure the puppies are safe and they are licensed.

    Hi

It's obviously a Weather Station. Whether there is anything inside or not?
