I think school staff probably base their opinions of parents on a little more than that - what evidence do you have for this?
It sounds like a typical scaremongering sales technique from photography companies, which plays on parental guilt and the bizarre belief that schools have nothing better to do than assess the number of photos purchased by any given parent. Most staff wouldn't even know how many were purchased and by whom, let alone make a judgement of parents based on anything so pointless and shallow.0

            Hi!
Personally i'd get yourself a digital camera (doesn't have to be too expensive either) and get taking loads of photos on a regular basis! I don't have kids yet, but we take lots of photo's of our nieces/nephews and you can easily delete the ones that haven't turned out too well and save ones on your computer/memory stick etc untill you want to print. There are links to free photo prints on this site, so that'll save you money on the printing part too!
I think school photo's can be over rated, and most kids hate them! I'd take some photo's yourself at home, of your kids in their uniforms. I prefer natural photo's, not posed ones.
Don't feel bad for not wanting to buy the photo's!
