There would not be cot space in an exit as children cannot sit there. If it was a plane with 2 aisles then the ones by the window can be exits but not the middle section. This section is usually held back till near the flight date for infants
Whilst £25 each may not be the cheapest seats it does sound cheap for exits.

So you booked and paid for bulk head seats (immediately behind the partition, usually where the cot spaces are), but got something else ?

These central bulk head seats are in the same row as the exit row seats, but don't attract extra legroom due to the bulk head. The exit row seats either side of the bulk head do have extra legroom.

Can you post the seat rows you booked, and the seat rows you received ?

They were bulkhead seats with a bassinet point. They were not exit seats. Babies can't be seated in exit rows. Exit seats start at £40 for longhaul.
